In response to what we’ve seen recently in Los Angeles and other cities, Rep. Kevin Kiley (R-CA) announced that he’s developing legislation targeting rioters and the people who fund them.
Kiley says that one piece of legislation would make NGOs involved in organizing unlawful riots ineligible for federal funding or tax-exempt status, and another would increase penalties for disrupting federal immigration and law enforcement operations and assaulting federal officers. In a press release, Kiley noted that the current penalty for assaulting a federal officer is only one year.
The Sacramento-area legislator appeared on Newsmax to discuss the topic.

“The violence we have witnessed in Los Angeles is a threat to the safety of our communities and federal officers, and it undermines democracy by obstructing the policies of a duly elected President from being implemented.” Rep. Kiley said. “We need better tools to deter and punish this lawless and anti-democratic behavior.”

As RedState reported a week ago, the Coalition for Humane Immigrant Rights – Los Angeles (CHIRLA) and its Los Angeles Raids Rapid Response Network were heavily involved in instigating the initial protest and calling for additional protests.
After SEIU-California president David Huerta was arrested for interfering with federal officers during the day on Friday, June 6, CHIRLA’s Executive Director, Angelica Salas, held a 4 PM press conference calling for broad demonstrations against ICE, and tensions and violence escalated from there.
Hundreds of “protesters” turned into thousands of rioters before long, complete with matching t-shirts and professionally printed signs, signaling the involvement of organizations with some degree of funding behind them.
According to a financial audit submitted to the State of California, for the fiscal year ending June 30, 2023, CHIRLA took in $34 million from various government contracts, and 96 percent of the government funding was from the State of California. That amount is nearly three times the prior year’s government contract total. CHIRLA’s total revenue for the year ending June 30, 2023, was $45 million, meaning that 75.5 percent of its revenue came from government contracts.

CHIRLA, which operates both 501c3 and 501c4 nonprofit organizations as well as a PAC and some related real estate and media LLC’s, denies any involvement in funding or instigating the riots.
