A 58 year old registered sex offender pleaded guilty to incest after allegedly coercing a disabled adult family member into having sex.
Troy Daniel Pipkin Sr, 58, admitted to incest and seven counts of failing to register as a sex offender in North Carolina’s Buncombe County Superior Court on March 16.
Visiting Superior Court Judge Louis Trosch sentenced Pipkin to two consecutive prison terms of 21 to 38 months each. The judge also ordered that Pipkin register as a sex offender for the rest of his life.
The offence, which took place around Nov 1, 2023, resulted in the victim becoming pregnant.
An investigation commenced in May 2024, when a Buncombe County Sheriff’s Office detective obtained search warrants for two mobile phones owned by Pipkin and a woman identified as Margie Vance. Pipkin and Vance were married in November 2022, as shown in a marriage certificate obtained by the Citizen Times.

According to the warrant, Adult Protective Services launched an investigation after the Department of Social Services filed a report on April 9, 2024.
The victim told her obstetrician that she was pregnant and was a surrogate for a family member.
Detectives met with a case worker at Pipkin’s home, where it was revealed that Pipkin had sex with a close family member to “impregnate her,” the warrants allege. The victim gave birth in 2024.
Vance “agreed to the arrangement” and was later charged with aiding and abetting second degree forcible rape, according to the warrant. At the same time, Pipkin was registered as a sex offender and remained on probation from Columbia County, Florida, following convictions on several counts of lewd acts involving a child. He faced a probation violation in Florida following his Buncombe arrest.

Investigators reportedly discovered from a witness that Pipkin coerced the victim into sexual activity, whilst Vance warned that Pipkin would inflict harm if she refused to cooperate.
The warrant indicates that Vance admitted to detectives that she participated in a “threesome” with Pipkin and the family member. The 56 year old was arrested on April 16, 2024, and charged with aiding and abetting, according to court records.
Vance was indicted by Buncombe County Superior Court in February 2025, and by April, she pleaded guilty to second-degree kidnapping and sexual battery, according to court records.
Vance was sentenced on April 28, 2025, to 25 months up to 42 months, for a maximum sentence of over three years in prison. She was given credit for the year she spent in the Buncombe County Detention Facility.
Both Vance and Pipkin were also required to register as sex offenders. Vance and Pipkin were issued a no-contact order with the victim, who declined to testify in court.
In addition to his North Carolina sentence, Pipkin is facing “significant” prison time in Florida, according to the district attorney’s office.
