On Tuesday, the Supreme Court of the United States cleared the way for the Trump administration to enact the employment freezes and firings it had planned through the DOGE cuts. A lower court had stayed the administration from moving forward with these actions, and SCOTUS overrode that court’s decision.

Through an email exclusively shared with Susan Crabtree of Real Clear Politics on Thursday, the Department of State has announced it will now be issuing layoffs and will be informing individual employees through departmental and personal emails.

In April, the Secretary announced the largest reorganization of the Department in decades. The objective from the start was clear: focus resources on policy priorities and eliminate redundant functions, empowering our people while increasing accountability. In May, the Secretary reviewed and approved thoughtful plans submitted by the bureaus, which included a targeted reduction in domestic workforce.
The Department will soon be communicating to individuals affected by the reduction in force. First and foremost, we want to thank them for their dedication and service to the United States. For those who are receiving Reduciton in Force (RIF) notices, they will be sent to their state.gov and personal email address on file.
Every effort has been made to support our colleagues who are departing, including those who opted into the Deferred Resignation Programs. Resources for the workforce–including updated FAQs–are available via the Reorganization SharePoint site, and we have created an external page for continued access.

In the subsequent weeks, more granular communications and guidance will be distributed. In the interim, the Department will issue communications that outline immediate functional considerations around financial and technology continuity contractors and grants and updated EX office contact information. Under Secretaries have been tasked with communicating with their family organizations and will be hosting townhalls in the weeks ahead.
According to Crabtree’s X post, the layoffs are expected to start as early as tomorrow, and 2,000 State Department employees are expected to be relieved of their duties. In an X post from late June, Crabtree outlined which State Department positions were on the chopping block.

Here’s where some of the biggest cuts will occur, sources tell @RCPolitics: On the chopping block are the jobs of hundreds of Foreign Service officers currently stationed in D.C. The Bureau of Educational and Cultural Affairs, which designs and implements educational and professional exchange programs with other countries, is expected to be one of the hardest-hit divisions with nearly 90 employees set to be fired, according to State Department sources.The bureau facilitates visiting scholars and professional from other countries to cultivate “people-to-people ties among current and future global leaders that build enduring networks and personal relationships and promote national security and values,” its website states.
While the bureau plays a role in overseeing exchange visitor visas. In May, Rubio raised concerns that Chinese exchange students pose a national security risk and announced he would “aggressively” revoke visas for Chinese students, including those with connections to the Chinese Communist Party or studying certain fields, such as semiconductor engineering and aerospace. The secretary also has revoked hundreds of foreign students’ visas as part of Trump’s efforts to crack down on pro-Palestinian protesters on university campuses.
