Male athletes from foreign nations who think they’ll come to the United States and compete as women have been put on notice: the loophole that previously allowed that has been firmly closed. That announcement was made Monday by U.S. Citizenship and Immigration Services (USCIS), which said it is issuing guidance to the Department of Homeland Security to develop visa policies that would “prevent the entry of male athletes seeking to compete in women’s sports.”
This comes on the heels of last week’s announcement by the U.S. Olympic & Paralympic Committee (USOPC) that it would be complying with President Donald Trump’s executive order that banned biological males from competing in women’s sports. The “No Men in Women’s Sports Executive Order” was signed by Trump back in February, putting an end to what White House Press Secretary Karoline Leavitt called “a disgusting betrayal of women and girls.”

Prior to the USCIS announcement, certain athlete-related visa petitions and applications meant for participants in women’s sports were offered to men, as well, which allowed biological male athletes entry into the U.S. to compete in women’s sporting events. Under Donald Trump, those applications meant for women (i.e., adult human females) will now only be offered to women.

USCIS Spokesperson Matthew Tragesser added context to the announcement by noting, “It’s a matter of safety, fairness, respect, and truth that only female athletes receive a visa to come to the U.S. to participate in women’s sports. The Trump Administration is standing up for the silent majority who’ve long been victims of leftist policies that defy common sense.”

The updated rules take on additional significance because the US will play host to the 2028 Summer Olympics, which will be held July 14-28, 2028, in Los Angeles. Many looked on in horror during last year’s Paris games when Algerian boxer Imane Khelif, competing in the women’s category, proceeded to pummel and bloody a series of opponents, eventually taking the gold. It has since emerged that Khelif has a rare genetic disorder that only affects men.
The new USCIS guidance for “O-1A aliens of extraordinary ability,” “E11 aliens of extraordinary ability,” “E21 aliens of exceptional ability,” and “national interest waivers (NIWs)” will take effect immediately.
